I thought he was supportive of the relationship until S6. That clusterfuck storyline of Marti Noxon's really did a number emotionally on him and Smidge. I remember reading interviews with him about it and he really internalized a lot of the self hate that Buffy & Spike were exhibiting on the show.
I don't think they hate each other. I think time has cooled his obvious affection for her. I think he thought the world of Smidge, but when she decided not to do the eps on Angel, his perception of her changed. She was no longer on the pedestal he'd placed her on. I think he sees her for the person she is and not some fantasized version. They seemed friendly at the Paley panel.
